傳承一百五十八年不曾中斷的「雞籠中元祭」民俗慶典活動，農曆七月十三日下午舉行迎斗燈繞境祈福，由各姓氏宗親會組成的迎斗燈隊伍，繞行基隆市區，也為明天晚上登場的放水燈車隊遊行活動進行暖身，整個隊伍綿延兩公里長，所到之處鑼鼓喧天，吸引許多的民眾和遊客駐足觀賞。
地方耆老指出，「斗燈」為一姓氏共有，抑或數個姓氏所供奉，代表同字姓的血緣關係，象徵著命運共同體，平常均安奉在各姓會館內，因為裡裝有白米，而過去白米是以斗為計算單位，因此稱為斗燈。
